PHYSICAL ABILITY TEST

MINIMUM STANDARDS FOR POLICE CANDIDATES

1.       Vertical jump, candidate must be able to vertically jump 18.5”

2.       Push-ups, candidate must perform 28 (1 minute time limit)

3.       Sit-ups, candidate must perform 35 (1 minute time limit)

4.       300 meter run, candidate must complete in a time of 63 seconds

5.       1.5 mile run, candidate must complete in a time of 14:36       

 

JOB DESCRIPTION   Police Patrol Officer

OVERALL FUNCTIONS

Duties include but are not limited to performing law enforcement duties, enforcing Federal and State laws, and Borough/Township Ordinances; controlling traffic flow and enforcing traffic regulations; performing investigative work; and participating in and providing support and assistance to special crime prevention and enforcement programs.

NATURE AND SCOPE OF JOB

A single incumbent position reporting directly to a Sergeant, (or Corporal if Sergeant is unavailable) then Lieutenant, Captain and the Chief of Police.

SPECIFIC RESPONSIBILITIES AND DUTIES     [back to top]

General Patrol Duties include but are not limited to: effects an arrest, forcibly if necessary, using handcuffs and other restraints; subdues resisting suspects using maneuvers and weapons; may resort to use of hands and feet and other approved weapons in self-defense; pursues fleeing suspects and performs operations which may involve quickly entering and exiting law enforcement patrol vehicles; lifts, carries and drags heavy objects; climbs over and pulls oneself over obstacles; jumps over obstacles, ditches, and streams, crawls in confined areas; balances on uneven or narrow surfaces and uses body force to gain entrance through barriers; loads, unloads, aims and fires from a variety of body positions with handguns, shotguns and approved Department firearms under conditions of stress that justify the use of deadly force and at levels of proficiency prescribed in qualification standards; performs searches of people, vehicles, buildings, and large outdoor areas which may involve feeling and detecting objects, walking for long periods of time, detaining people, and stopping suspicious vehicles and people; conduct visual and audio surveillance for extended periods of time; engage in law enforcement patrol functions, in varying weather and temperature conditions, that include such things as working rotating shifts, walking on foot patrol, and physically checking the doors and windows of buildings to ensure they are secure; detect and collect evidence and substances that provide the basis of criminal offenses and infractions, and that indicate the presence of dangerous situations; performs rescue functions at accidents, emergencies, and disasters including directing traffic for long periods of time, administering emergency medical aid, and lifting, dragging, and carrying people from particular areas; process and transport prisoners and committed persons using handcuffs and appropriate restraints; put on and operate a gas mask in situations where chemical munitions are being deployed; extinguished small fires by using a fire extinguisher and appropriate means; exercise authority consistent with the obligations imposed by the oath of office; accountable to superior officers and promptly acts on legitimate orders; cooperates with other agencies, including other law enforcement agencies in matters under investigation or areas of mutual concern wherein no violation of the Federal Privacy Act is involved; remains alert to the development of conditions tending to cause crime, takes preventive action to correct such conditions, informs supervisor as soon as the situation permits; patrols an assigned area for general purposes of crime prevention and law enforcement; ensures the securing, receiving, and proper transporting of all evidence and property coming into custody; responds to situations brought to attention while in the course of routine patrol or assigned by radio; renders first aid to persons who are seriously ill or injured; preserves the peace at public gatherings, neighborhood disputes, and family arguments; serves or delivers official papers promptly and accurately
when so directed by a supervisor; confers with court prosecutors and testifies in court; remains alert to all nuisances, impediments, obstructions, defects, or other conditions that might endanger or hinder the safety, health or convenience of the public with patrol area; responds with regard to monitoring the frequency of false alarms, works with businesses and resident to prevent excessive false alarms; responds to animal control and code enforcement violations as requiring the presence of law enforcement personnel or as otherwise directed.
Prepares investigative, accident, and other reports, including sketches, symbols, and mathematical computations, while using appropriate grammar; exercises independent judgment in determining when there is reasonable suspicion to detain when probable cause exists to search and arrest, and when force may be used and to what degree; gathers information in criminal investigations by interviewing and obtaining the statements of victims, witnesses, suspects, and confidential informers; reads and comprehends legal and non-legal documents, including the preparation and processing of such documents as citations, affidavits, and warrants; ensures the efficient performance of duties in conformance with the rules, regulations, policies, and procedures as stated in the Stroud Area Regional Police Department Policy and Procedures Manual; acquires and records information concerning events that have taken place since last tour of duty; records activity during tour of duty in the manner prescribed by supervisor, completes all required reports on all crimes, vehicle accidents, and other incidents requiring law enforcement attention; conducts a thorough investigation of all offences and incidents within area of assignment and scope of activity; collects evidence and records data which will aid in identification, apprehension, and prosecution of offenders and the recovery of property or as otherwise assigned.
Communication Skills: Communicates over law enforcement radio channels while initiating and responding to radio communications; utilizes the departmental computer system; coordinates efforts with those of other employees of the Department so that their teamwork may ensure continuity of purpose and maximum achievement of law enforcement objectives; assists citizens requesting service courteously and explains proper procedures to them as needed; answers questions asked by the general public; counsels juveniles and adults when necessary; refers them to persons or agencies where they can obtain further assistance.
Miscellaneous: Operates a law enforcement vehicle during both day and night, in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions caused by factors such as fog, rain, smoke, ice, high winds, and snow; endures verbal and mental abuse when confronted with the hostile views and opinions of suspects and other people encountered in an antagonistic environment; maintains vehicle mechanically and sees that it is kept clean, both inside and out, inspects the vehicle at the beginning of the tour for any defects or missing equipment, immediately makes a written report of all defects and damages sustained to the vehicle to the Chief to the chain of command, participates in periodic on and off site training for officers and staff, maintains weapons, equipment, and uniforms in a functional, presentable condition; performs related duties and responsibilities as assigned or any specialized duty assignment such as task force, K-9, etc, or as otherwise assigned.

Performance of assigned duties and responsibilities may include effect arrests, subduing resisting individuals, chasing fleeing subjects, running, walking, crouching or crawling stairs/ladders, performing lifesaving and rescue procedures, walking, standing or sitting for extended periods of time, and operating assigned equipment and vehicles; ability to effectively deal with personal danger which may include exposure to armed/dangerous person, dangerous animals, communicable diseases, hazards of emergency driving, hazards associated with traffic control and working in an near traffic, and natural and man-made disasters; ability to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating assigned equipment and vehicles; ability to maintain mental capacity which allows the capability to exercise sound judgment and rational thinking under dangerous circumstances, evaluate various options and alternatives and choose an appropriate and reasonable course of action, and demonstrate intellectual capabilities during training and testing processes.
