COURT LIAISON
OVERALL
FUNCTIONS
The
work of the (Civilian) Court Liaison
is performed under the general
supervision of a Police Lieutenant.
Duties include
coordinating the preparation, examination, and
presentation to the court of all
documents and instruments the Police
Department is responsible for
submitting; and for coordinating the
activities of the Police Department
and the Criminal Court System.
WORK
PERFORMED
Consult
with the District Attorney and
police officers on cases pending
before the Court including but not
limited to cases presented in the
Court of Common Pleas, District
Justice, Juvenile Court, Sentencing,
Probation, and Family Court.
Collect, record and distribute
subpoenas to officers on all
criminal, traffic and civil cases.
Collect, record and distribute
subpoenas to witnesses and victims
in criminal cases. Track all
stand-by and court appearance
overtime and notify officers whether
he or she must appear in court,
whether the case has been continued
or if the case has been adjudicated.
Notify officers by phone and written
memorandum as to the final
disposition of case. Maintain the
flow of information between the
Police Department and District
Attorney’s office. Provide discovery
to the District Attorney’s office as
mandated. Keep the District
Attorney’s office abreast of the
department’s position on pending
cases. Coordinate case files in a
uniform manner consistent with
departmental policies and procedures
and prepare a summary of the case
for the purpose of issuing press
releases.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS
Graduation from high school and three years
clerical, record keeping experience,
or any equivalent combination of
education and experience which would
provide the following knowledge,
skills, and abilities: knowledge in
criminal and court procedures
relating to the presentation of
cases in District Court and Court of
Common Pleas. Ability to operate a
variety of office equipment
including computers and other
electronic equipment. Ability to
communicate effectively, both orally
and in writing, and follow verbal
and written instructions. Ability to
maintain moderately complex records
and ensure their confidentiality.
Ability to establish and maintain
effective working relationships with
the court and court staff, other
employees, attorneys and the general
public. Ability to drive department
vehicle as needed in performance of
duties. Excellent work history and
attendance record. Possess and
maintain valid
Pennsylvania
driver's license and an excellent
driving record. No serious criminal
history (to be determined by the
nature of the violation).

EVIDENCE
CUSTODIAN
OVERALL
FUNCTIONS
The
work of the (Civilian) Evidence
Custodian is performed under the
general supervision of a Lieutenant
with the incumbent planning and
carrying out assigned duties and
resolving problems according to
established guidelines and
procedures. This is responsible
paraprofessional work preserving the
chain-of-custody and security of
hazardous/non-hazardous evidence and
non-evidential property received
from law enforcement. The work
involves receiving, storing,
logging, retrieving and disposing of
property used as evidence.
WORK
PERFORMED
Receives, reviews, catalogs, marks,
documents, and stores submitted
property and evidence; safeguards
integrity of chain-of-custody.
Ensures hazardous materials evidence
is appropriately handled,
identified, contained, stored,
transported, tested and legally
disposed of. Evaluates the worth of
adjudicated evidence and unclaimed
property in preparation for legal
disposal and dispersal.
Releases evidentiary items to
authorized law enforcement
personnel. Reviews security controls
at primary and alternative property
and storage locations. Conducts
annual inventory of property and
evidence warehouse. Responds to
subpoenas to bring evidence to court
and to testify as needed. Transports
evidence to the Pennsylvania State
Police Laboratory for analysis;
picks up and returns evidence after
analysis is completed. Responds to
inquiries from victims, suspects and
attorneys regarding personal
property. Follows correct procedures
in all handling of evidence;
interprets and applies established
policies and procedures where clear
and ample precedents have been
established. Destroys confiscated
drugs and contraband. Maintains
various reference files, assembles
and organizes data, and prepares
necessary reports. Performs related
duties as needed or assigned.

methods and practices. Physical
ability to effectively handle and
lift 25 to 50 lbs; use and operate
hand truck for transporting heavy
pieces of evidence. Requires good
balance and coordination and ability
to climb ladders and lift evidence
bins in high areas (6 to 8 feet
high). Ability to operate a variety
of office equipment, including
computers and other electronic
equipment. Ability to communicate
effectively, both orally and in
writing, and follow verbal and
written instructions. Ability to
testify in court proceedings.
Ability to maintain moderately
complex records and ensure their
confidentiality. Ability to
establish and maintain effective
working relationships with other
employees, attorneys and the general
public. Ability to drive department
vehicle to State laboratory for
analysis of evidence. Excellent work
history and attendance record.
Possess and maintain valid Pennsylvania driver's
license and an excellent driving
record. No serious criminal history
(to be determined by the nature of
the violation).
