PRESS RELEASE  8/14/08  School Graffiti / Public Help Sought

The Stroud Area Regional Police Department is investigating graffiti type vandalism that occurred at the Stroudsburg Junior High School on Chipperfield Drive in Stroud Township early this morning. All four sides of the structure including windows and sidewalks were sprayed. Surveillance videos show at least three suspects being on the grounds at approximately 1:15 AM. Most of the graffiti was directed at the Stroudsburg School Districts recent adoption of a School Uniform policy. The cost of the damage has not yet been determined. Police are also investigating several other similar graffiti incidents on private vehicles along Dreher Avenue in Stroudsburg that may be related. Submit an anonymous Tip Online

PRESS RELEASE  8/15/08


At approximately 1:40 AM police were dispatched to the EXXON gas station on Prospect Street, East Stroudsburg to investigate a report of an Indecent Assault. The 21 year old victim stated she was walking home on Greentree Drive when she was approached by 22 year old Morristown resident Obispo Lopez-Diaz. She was not familiar with him and when he tried to put his arms around her and make other unwanted advances she broke away from him and ran. Lopez-Diaz ran after her, caught up with her, tried to kiss her and pulled her shirt down. The victim then fought back by striking him in the face with her shoe. She was again able to break away and made it to the gas station to summon police. Lopez-Diaz was also at the station when police arrived. An indentation was observed on his face which was consistent with being struck with the heel of a shoe. He was taken into custody and charged with Indecent Assault, Stalking, Simple Assault, Harassment and Public Drunkenness. Lopez-Diaz who was identified by his Guatemala consular ID, is not a citizen, does not have a work visa and INS will be asked to assist in determining if he is in the country legally.

8/14/08

Police charged 50 year old Stroudsburg resident Joey Rivera with Disorderly Conduct and Criminal Mischief after he used a baseball bat to smash another driver’s windshield. The incident occurred on Route 611 near Pocono Commons at approximately 2:45 PM. The victim, 18 year old Stroudsburg resident Samuel Hemhauser was behind Rivera in a 1998 VW when he accidently rear ended the Rivera vehicle, a 1997 Dodge. The impact was slight and damage was minimal. Rivera then exited his vehicle with the bat and struck Hemhauser’s windshield causing it to shatter. Rivera fled the scene but the victim and his passenger were able to record the registration plate number. Police located Rivera at his residence approximately half an hour later. In addition to the citations Rivera will be issued, Hemhauser will be listed as being the cause of the collision on the Accident Report.

23 year old Basking Ridge NJ resident Ronak Patel and 22 year old Stroudsburg resident Jesse C. Valentine were charged with Criminal Mischief after an Officer heard the sound of a window breaking on the 500 block of Main Street, Stroudsburg and found them on the roof of the Sherman Theater.

25 year old Waycross GA resident Geoffrey E. Boring was arrested for Public Drunkenness after he was found passed out in the Wal Mart parking lot in East Stroudsburg.

40 year old East Stroudsburg resident Cynthia Getz was arrested for Public Drunkenness after being found in an intoxicated condition on Crystal Street, East Stroudsburg.

50 year old Bruce Strunk, homeless, was arrested for Public Drunkenness on 8th and Main Streets, Stroudsburg.

29 year old Stroudsburg resident Greg Hill was charged with Public Drunkenness after creating a disturbance at Creekview Apartments, Stroudsburg.

26 year old Stroud Township resident Crystal A. Miller was charged with Hindering Apprehension or Prosecution after lying to police about the whereabouts of a fugitive. Police went to her residence Roosevelt Street looking for Harold Smith III who was wanted on a Domestic Relations Warrant. She repeatedly told police he was not there but he was located hiding in the attic.

23 year old Stroudsburg resident Jesse T. Robinson was charged with Disorderly Conduct after causing a disturbance on the 700 block of Main Street, Stroudsburg.

42 year old East Stroudsburg resident Scott B. Motter was charged with Public Drunkenness after he was found in an intoxicated condition on Crystal Street, East Stroudsburg.


PRESS RELEASE 8/6/08

28 year old Jennifer D. Wasser was charged with Simple Assault after she scratched and struck the 34 year old victim at their King Street, East Stroudsburg residence at approximately 7:00 AM. The victim was holding their six month old baby while being assaulted.

20 year old Columbia resident Amanda M. Long was cited for Disorderly Conduct after an incident during a traffic stop on Brushy Mountain Road, Stroud Township.

8/8/08

At approximately 2:00 AM, an Officer on patrol observed two individuals fighting in the parking lot of the Quality Inn on West Main Street, Stroudsburg. While breaking up the fight, several other fights broke out between 20 to 30 patrons. 21 year old Effort resident Krystle Gonzalez was arrested for Public Drunkenness and Disorderly Conduct. 26 year old Tobyhanna resident Shamek T. Jackson was charged with Disorderly Conduct. At least three other arrests are pending. Police were later called to the Pocono Medical Center where a stabbing victim had been taken for treatment. 22 year old East Stroudsburg resident Laquan Copeland was outside when the fights started but stated that he does not know who stabbed him in the side. Officers from Pocono Township and the Pennsylvania State Police assisted SARPD in the investigations.


PRESS RELEASE

Police are issuing a public advisory to be alert for “Gypsy type” home invasions.


One such incident occurred at a residence on Pocono Park Drive in Stroud Township yesterday at approximately 2:00 PM. An individual described as a possibly Hispanic male, approximately 50 years old, with short hair, medium complexion and 6’00” tall knocked on the front door, asked the 86 year old victim questions about her property, entered the home and walked through the house with her before leaving. The victim later discovered that $40.00 was missing from her purse.
Incidents such as this are characterized by individuals who oftentimes target the elderly in their homes. Essentially they approach the victim, “fast talk” themselves into the home or engage them in conversation and while the victim’s attention is diverted, they, or an accomplice will steal money and valuables from the home.


PRESS RELEASE 4/27/08

Police are investigating an armed robbery that took place at approximately 8:35 PM at the Hess Gas Station on North Ninth Street, Stroudsburg. Witnesses and the victim, an 18 year old gas station attendant, stated that two individuals, one of them holding a silver handgun, came from the side of the building, approached him and demanded he give them the money he had from pumping gas. He complied but one of the suspects still punched him in the face causing him to fall down. Both suspects then fled in the direction of Main Street. They are described as both being black males wearing black clothing and black ski masks.

19 year old Lambertville NJ resident Alexandria M. Nalbone and 24 year old Harvey’s Lake resident Matthew Belles were charged with Public Drunkenness after they was found in an intoxicated condition on the Veteran’s Memorial Bridge, Stroudsburg.

4/25/08

19 year old Greenfield Township resident Ryan P. Pezanowski was charged with Underage Drinking after he was found to be in possession of alcohol on Hallet Street, East Stroudsburg.

31 year old Stroudsburg resident Isaiah Chensel was charged with Disorderly Conduct after being observed urinating in public on the 500 block of Main Street, Stroudsburg.

At midnight, Police were contacted by a 27 year old East Stroudsburg victim on a cell phone who stated that he was in a car and being followed by two other vehicles. One of the vehicles, a Ford pick up, had deliberately struck the victim’s vehicle several times. The victim stated that he was heading towards the Police Department headquarters with one of the vehicles still following. Police were able to stop the Ford pick up which was being operated by 20 year old East Stroudsburg resident Nicholas Pavone. Pavone exhibited signs of impairment from alcohol and was arrested for DUI. Additional Assault and Traffic related charges are pending. Investigation continues into identifying the second vehicle and driver.

4/24/08

Police were called to the Sears Department store at the Stroud Mall, Stroud Township, to investigate a report of a Retail Theft in which the suspect had fled the scene and was being chased by Loss Prevention officers. Police located the suspect, 40 year old Stroudsburg resident Betsey Z. Garcia-Vasquez, on Ehler Street where she was found to be in possession of Sears merchandise totaling $156.98. She was handcuffed and, as she was being placed into the patrol car, she slipped a cuff off of her hand, swung the handcuffed hand at the officer’s head and then tried to flee into the nearby woods. She was quickly caught and, with the assistance of two bystanders, re-secured. The officer suffered minor cuts and abrasions from the loose handcuff in the struggle. Garcia-Vazquez was arrested for Retail Theft, Escape, Simple Assault and Resisting Arrest.


PRESS RELEASE 4/15/08

38 year old David L. Miller was arrested for Simple Assault, Harassment and Criminal Mischief at his residence on Oak Street, East Stroudsburg after using excessive physical force to restrain his 17 year old daughter from leaving the home. The juvenile sustained a cut and swelling above the eye that required medical attention. Miller also shattered the back window of his daughter’s boyfriend’s vehicle.

Three people were arrested in separate incidents on Quaker Alley, Stroudsburg. 18 year old Chester NJ resident Sean E. Deane was charged with Underage Drinking, 33 year old Stroudsburg resident Paul W. Sergeant was charged with Disorderly Conduct for possessing a small amount of Marijuana and a 17 year old juvenile from Hardwick NJ was charged with Disorderly Conduct after he was observed urinating in public.

51 year old Bruce Strunk, homeless, was arrested for Public drunkenness after creating a disturbance in the Emergency Room of the Pocono Medical Center.

At approximately 9:45 PM, Police were called to the McDonalds on route 611, Stroud Township to investigate a fight involving a large number of people in which a shot was fired into the ground from a handgun. A suspect has been identified and an arrest is pending.

22 year old Mount Pocono resident Keith L. Cooper was arrested for Public Drunkenness on the 600 block of Main Street, Stroudsburg.

24 year old East Stroudsburg resident Robert D. Bayer was charged with Disorderly Conduct after an incident on the 700 block of Main Street, Stroudfsburg

21 year old Union Beach NJ resident Patrick Feeney was arrested for Public Drunkenness and Disorderly Conduct after being involved in an altercation on the 500 block of North Fifth Street, Stroudsburg.

42 year old East Stroudsburg resident William M. Leager was charged with Disorderly Conduct after he was observed urinating in public on the 700 block of Main Street, Stroudsburg.

Five people were charged with Disorderly Conduct after being involved in an altercation at the Stroud Mall. Charged were 20 year old Tannersville resident Stephen A. Moore, 18 year old Stroudsburg resident Breon C. Swanson, two Stroudsburg juveniles ages 17 and 16, and a 17 year old Tannersville juvenile.

23 year old Pocono Summit resident Michelle R. Fendelaner was charged with Public Drunkenness after she interfered with a separate investigation being conducted by police on the 1000 block of Main Street, Stroudsburg.

20 year old East Stroudsburg resident April Sutton was charged with Underage Drinking on Analomink Street, East Stroudsburg.

48 year old Stroudsburg resident Lionel Hicks was charged with Disorderly Conduct after creating a disturbance on 5th and Main Streets, Stroudsburg.

A 17 year old Stroudsburg juvenile was charged, as a juvenile, with Simple Assault, Harassment and Underage Drinking after a domestic assault. The 18 year old pregnant victim and other witnesses stated that he pushed the victim several times into a car, chased her and broke into a room where she took refuge and then pushed her again into the side of a car when she attempted to flee the scene.

Four people were charged with Disorderly Conduct on the 500 block of Main Street, Stroudsburg for possessing balloons of nitrous oxide. Cited were 53 year old Philadelphia resident Michael Simmons, 32 year old Allentown resident Michael T. Black, 22 year old Hendersonville NC resident James G. Finch and 46 year old Philadelphia resident Anthony J. Travia.

4/2/08

40 year old Easton resident Trevor Purdy was cited for Disorderly Conduct for urinating in public in Courthouse Square, Stroudsburg.

26 year old Toms River NJ resident Timothy J. McCullion was arrested for Criminal Mischief, Possession of a Small Amount of Marijuana, Disorderly Conduct and Public Drunkenness on the 700 block of Main Street. McCullion was refused entry into the Front Row Sports Bar for being intoxicated. He then created a disturbance and broke a window valued at approximately $500.00. He then became combative with police, had to be subdued and a small amount of marijuana was then found on his person.

19 year old Wapwallopen resident Brian J. Hosage and 21 year old Gilbertsville resident Mark D. Spengler were cited for Disorderly Conduct after they were observed urinating in public on Oakwood Terrace, Stroud Township.

Two 17 year old Stroudsburg juveniles and 20 year old Tannersville resident Rafael M. Maiten were cited for Disorderly Conduct after they were caught smoking marijuana in a car on Spruce Street, Stroud Township.

18 year old Stockholm, NJ resident Brittany Marinaro was charged with Possessing an Open Container of Alcohol on Brown Street, East Stroudsburg.

25 year old Stroudsburg resident Lisa Stavish was arrested three times in two days. On 3/28/08, at approximately 11:15 PM, she was arrested for Disorderly Conduct and Public Drunkenness at Wal Mart on Lincoln Avenue, East Stroudsburg. On 3/29/08, at approximately 2:45 PM, she was charged with Criminal Trespass and Retail Theft also at Wal Mart. At 6:40 PM, she was found in an intoxicated condition at the Rite Aid, Stroudsburg and arrested for Public Drunkenness.

23 year old Stroudsburg resident Jamal Salter was arrested for Disorderly Conduct and Public Drunkenness after police responded to a fight on South Eighth Street, Stroudsburg and then began to fight with Officers.

21 year old Bushkill resident Shaun A. Hance was cited for Possessing an Open Container of Alcohol on the 700 block of Main Street.

3/30/08

Police arrested 23 year old Ambler resident Francis A. Salarno for Forgery, Criminal Attempt to commit Prohibited acts under the Controlled Substance, Drug, Device and Cosmetic Act and Public Drunkenness after he altered a prescription from 20 to 40 Percocet tablets and tried to have it filled at the East Stroudsburg CVS.

48 year old Stroudsburg resident Craig S. Mihulec was arrested for Simple Assault and Harassment after he punched the 51 year old victim in the jaw, causing it to be fractured, at the Flowerfield Motel, Stroud Township.

18 year old East Stroudsburg resident Andre “Dre” Alvarez was arrested for Burglary, Criminal Trespass, Theft, Receiving Stolen Property and Criminal Mischief after an investigation into a burglary that occurred on December 30, 2007 at a residence on North First Street, Stroudsburg.

24 year old Brooklyn NY resident Joseph A. Sanchez was charged with Criminal Trespass and Harassment after being told repeatedly to leave the 20 year old victim alone and not go to her residence on Garden Street, Stroudsburg.


PRESS RELEASE 3/19/08

Charges of Simple Assault and Harassment were filed on 29 year old East Stroudsburg resident Laura Duffy after an incident on North Courtland Street, East Stroudsburg. The 23 year old Pavillion, NY resident stated Duffy had been following him from the I-80 East Stroudsburg exit ramp alternately honking her horn and following him too closely. He exited the vehicle to ascertain the problem, a verbal argument took place and Duffy shoved the victim. The victim got back into his car and Duffy then used her car to strike the victim’s car three times.

3/14/08  Burglary Suspects Arrested - 1 still sought

Police were called by a resident that was returning to her home on Hilltop Circle in East Stroudsburg to investigate a suspicious vehicle in her driveway. While in route, police were notified that the vehicle was leaving with three occupants who had been observed leaving the home. The vehicle was located and stopped on Wigwam Park Road. Two of the suspects were inside and the victim positively identified the two occupants and vehicle. Charged with Burglary and Criminal Conspiracy were Kyle R. Wells and Nicholas Jacovina, both 18 years old and East Stroudsburg residents. Investigation continues in determining the identity of the third suspect. They were arraigned in front of DJ Anthony Fluegel and bail was set at $10,000.00 each.

24 year old East Stroudsburg resident Enasio Morales was arrested for Public Drunkenness and Disorderly Conduct after causing a disturbance at the Siamsa Irish Pub on the 600 block of Main Street, Stroudsburg.

27 year old Stroudsburg resident Nicole L. Mathis and 28 year old East Stroudsburg resident Melissa Smith were both charged with Disorderly Conduct after they engaged in an altercation on Hawthorne Terrace, Stroud Township after a road rage incident.

A 17 year old East Stroudsburg juvenile was charged with drug related offenses after a witness observed him ingesting what was believed to be cocaine in the Walmart parking lot in East Stroudsburg. Police investigated and found him to be in possession of several oxy-codeine pills, a small amount of cocaine and paraphernalia.

37 year old Henryville resident Gail L. Schneider was arrested for Public Drunkenness and Disorderly Conduct after an incident at the Quality Inn, Stroudsburg.

21 year old Tobyhanna resident Kamilah F. Turner was charged with Possessing an Open Container of Alcohol in Public Parking Lot #3 on the 700 block of Main Street, Stroudsburg.

27 year old Columbia NJ resident Adam F. Bailey was arrested for Public Drunkenness and Disorderly Conduct after an incident at the Front Row Sports Bar on the 700 block of Main Street, Stroudsburg.

51 year old East Stroudsburg resident Ramon F. Reyes was arrested for DUI after crossing into the path of, and almost colliding with, an oncoming Police Officer. The Officer turned around and conducted a vehicle stop and found Reyes to be intoxicated. He was arrested for DUI, Driving on Roadways Laned for traffic and Careless Driving. BAC results are pending.

27 year old Stroudsburg resident Dione Walter was charged with Possessing an Open Container of Alcohol on West Main Street, Stroudsburg.

29 year old East Stroudsburg resident Christopher Stirone was arrested for Public Drunkenness, Harassment and Disorderly Conduct after an incident on Frantz Road, Stroud Township.

43 year old Stroudsburg resident Robert S. Spicer was arrested for Public Drunkenness after creating a disturbance at the Wawa on West Main Street, Stroudsburg.

23 year old Canadensis resident Michael Bianculli was cited for Disorderly Conduct after urinating in public on the 600 block of Main Street, Stroudsburg.

3/13/08

Two charged with Robbery after a purse snatching incident at the Shoprite on McConnell Street, Stroudsburg. At approximately 10:15 PM, the 58 year old victim was walking to her car after shopping and an individual ran up to her from behind, took her wallet from her purse, got into the passenger side of a waiting car which then fled the area. A witness to the crime notified a Police officer, who was inside a nearby store, and pointed out the fleeing vehicle. Other witnesses provided a vehicle registration and a description of the suspect. This information was broadcasted to all area units. 10 minutes later, a PSP Trooper spotted and stopped the vehicle with four occupants, at the Shell gas station on West Main Street, Stroudsburg. Witnesses positively identified the passenger, 18 year old Bushkill resident Henry D. Koroma as the person who took the purse. Also charged as a co-conspirator was the driver, 19 year old East Stroudsburg resident Robert C. Ali. Two juveniles in the back seat were released however charges may yet be filed on them at the conclusion of the investigation. WANTED for Aggravated Assault

Police are looking for 40 year old Philadelphia resident Darrin N. McCutchen in connection with a baseball bat beating of a 27 year old victim at a residence on Harris Street, East Stroudsburg. The victim stated he was sleeping in his room at approximately 10:00 AM, when McCutchen, who was known to him from prior contacts, entered his room and starting beating him with the bat. The victim sustained bruises and lacerations to his head and body. McCutchen is charged with Aggravated Assault, Burglary Simple Assault and criminal Trespass. He is described as a black male, 40 years old, 5’11” with a stocky build.

At approximately 1:20 AM, an Officer observed a Toyota pick up go through a red light on McConnell and Fourth Streets, Stroudsburg. When he activated his emergency lights, the truck sped up and entered I-80 West. The vehicle pulled over after several miles. The driver, 38 year old Stroudsburg resident Todd W. Kearney, was found to be wanted out of Baltimore County, MD for Fraud and Identity Theft related charges. In addition to being charged as a Fugitive from Justice he was charged with Fleeing and Eluding Police, Driving with a Suspended License, Obedience to Traffic Control Devices and Driving with a Suspended registration.

Police were dispatched to a residence at creek View Apartments, Stroudsburg to investigate a report of a domestic related assault. Upon arrival, it was learned from the 23 year old victim that she had a verbal altercation with her boyfriend, 23 year old Noel A. Tirado that turned into an assault. She stated that Tirado started pushing her and when she told him to stop he started to destroy household items. He then punched her in the face and when she tried to use the phone to call police; he broke it. She retreated to the bathroom but Tirado then choked her until she almost passed out and bit her three times in the back. Injuries were consistent with the victim’s statements and Tirado was arrested for Simple Assault, Terroristic Threats and Harassment

A strong arm Robbery of a purse was thwarted by the victim when she grabbed her purse back from the suspect after punching him several times in the face. The 36 year old victim stated she was in the Loews parking lot loading her purchases into her vehicle when a male grabbed her purse from her shoulder. He then got into the passenger seat of a waiting vehicle that was being operated by a female. As the vehicle was backing up, the victim lunged into the window and grabbed onto her purse. The vehicle continued backing up and the victim was dragged for several feet. She was able to strike the suspect in the face several times with her fist which caused him to release the purse. The suspect was described as being a white male, 20 years old, wearing a dark colored knit cap and a black hooded sweatshirt. The female was described as being white, 20 years old and wearing a tan cap. The vehicle was described as being a late ‘80’s Chevrolet Cavalier, two door, hard top, red in color with a partial plate of “GYM” or “GYB” with one of the four digits being an 8.

Police received two calls regarding a vehicle and two occupants dealing in drugs on Crystal Street and on Lackawanna Avenue. The vehicle was located and after an investigation, they recovered three “Crack Stems” and thirty one rocks of “crack cocaine from 45 year old East Stroudsburg resident Jasmine Pimentel. She was charged with Possession With Intent to Deliver, Possession and Possession of Paraphernalia.

Four people were charged with Criminal Trespass after an incident at Penn Estates. Cited were Stroudsburg residents 20 year old Christina V. Piserchio, 18 year old Natalie A. Piserchio, 18 year old Travis Silfee and 20 year old Richard Ecker.

Police were summoned to the Walmart on Lincoln Avenue, East Stroudsburg to investigate a report that a shopper was using counterfeit money to make a purchase. Police located 20 year old Budd Lake NJ resident Elizabeth Vandine and found her to be in possession of five counterfeit $20.00 bills. She was charged with Forgery, arraigned in front of DJ Michael Muth and released on $5,000.00 unsecured bail.


PRESS RELEASE 3-13-08  School Lockdown Information

Today, 03/13/08, at approximately 11:15 AM, the Swiftwater barracks of the Pennsylvania state Police notified our department that they had received an anonymous phone call from a pay phone at Schoch’s Exxon in Snydersville. The caller stated that they had overheard a conversation between a group of people in which they discussed going to a Stroudsburg School during lunchtime with weapons. Contact was made with Stroudsburg School authorities and a lockdown was immediately put into place at the High School and at Morey Elementary. A perimeter was established and additional patrols were sent to the Middle School on Chipperfield Drive as a precaution. At approximately 12:00 PM, one of the officers at the Middle School observed, from a distance, two school age males enter the nearby treeline. Almost simultaneous to the sighting, police received a call from the Junior High alerting them that a janitor spotted two students leaving the school. This caused a lockdown of the Middle School and the Arlington Elementary. Information was received, shortly thereafter, that identified the two students that left the school and a search ensued. At approximately 1:30 PM, the police perimeter was scaled back but several roving uniform patrols remained on scene for the remainder of the school day. At the same time, School authorities relaxed the full lockdown to a modified lockdown. At 1:55 PM, officers searching for the two students that left the Junior High located them at a pond in the woods near the Stroud Mall. It was learned that that the students, ages 14 and 16, were skipping school and had no involvement with the original anonymous call.

31 year old Caledonia, NY resident Jeffrey Pratt was charged with Possessing an Open Container of alcohol on the 700 block of Main Street, Stroudsburg.

37 year old East Stroudsburg resident Jeffrey S. Crawford was charged with Disorderly Conduct on the 600 block of Main Street after he was observed urinating in public and was found to be in possession of a small amount of marijuana.

32 year old Media resident William W. Rought III was cited for Possessing an Open Container of Alcohol on 7th and Main Streets, Stroudsburg.

21 year old Bushkill resident Julian L. Diaz was charged with Disorderly Conduct after he was observed urinating in public on Bank Alley, Stroudsburg.

21 year old East Stroudsburg resident Shara V. Roman was charged with Disorderly Conduct after she was found to be in possession of a small amount of marijuana on Ransberry Avenue, East Stroudsburg.

20 year old Stroudsburg resident Thomas J. Smith was cited for Disorderly Conduct after he was observed urinating in public on Ransberry Avenue, East Stroudsburg.

29 year old Stroud Township resident Christopher Stirone was arrested for Simple Assault and Harassment after a domestic dispute in which he struck the 28 year old victim numerous times about the body arms and face. He was arraigned in front of DJ Danny Whitesell and taken to MCCF in lieu of $10,000.00.

22 year old Wilkes Barre resident Christopher M. Call was arrested for Public Drunkenness after he was found in an intoxicated condition on the sidewalk of the 700 block of Main Street.

50 year old Bruce Strunk, no address, was taken into custody for Public Drunkenness after he was found intoxicated on Forge Road, East Stroudsburg.

Five people were charged with Disorderly Conduct on the 500 block of Main Street, Stroudsburg. Four were caught inhaling Nitrous Oxide, 21 year old Basking Ridge, NJ resident Avery L. Hilton, 22 year old Campbell Hall, NY resident Robert J. Staab, 24 year old Tunkhannock resident Michael D. Gruen and 24 year old Northampton resident Julie M. Eachus. 18 year old Blairstown resident Erik J. Malmgren, was cited for possessing a small amount of marijuana.

DUI charges were filed on 57 year old Brodheadsville resident Curtis Renfroe after police responded to a crash scene. Renfroe reportedly struck a vehicle as he attempted to pass between two vehicles on McConnell Street, Stroudsburg. He exhibited signs of impairment and was arrested. A blood sample supplied for a Blood Alcohol Content analysis came back at .29%.

49 year old Stroudsburg resident Cheryl Joubert was charged with Harassment for leaving threatening messages on the cell phone of the mother of a victim who provided information to police that led to the arrest of Joubert’s son for robbery.


PRESS RELEASE 3/6/08

Officers on routine patrol observed two individuals acting suspiciously in front of the Wawa on West Main Street, Stroudsburg. They stopped to investigate and believed that one of them had a warrant for Retail Theft. The suspect, 42 year old Stroudsburg resident Norman J. Scott, denied multiple times being the subject of the warrant and provided another name as his own. In addition to being arrested on the warrant, he was additionally charged with False Identification to Law Enforcement Authorities after his true identity was determined.

32 year old Stroudsburg resident Joseph M. Abel was arrested for Public Drunkenness on West Main Street after he jumped out in front of a moving tow truck and then tried to get inside in an effort to obtain a ride.

3/5/08  Jeffrey A. Niper was arrested on Open Lewdness and Indecent Exposure Charges.

26 year old Stroudsburg resident Jeffrey A. Niper was arrested this date on warrants stemming from two incidents in which he exposed himself to people, including children, on North Sixth Street, Stroudsburg. On 2/19/08, at approximately 12:30 AM, police investigated a report from a passerby that she had walked by a residence on North Sixth Street and saw Niper standing in a window with no shirt, his pants down and was masturbating. The passerby stated this happened to her twice in the past by the same individual. Contact was made shortly thereafter by investigating officers and he was told that he would be having charges filed on him. On 2/25/08, at approximately 5:30 PM, a similar incident occurred to two more passersby. They also observed several children walking by and could tell by their comments and reactions that they also had witnessed Niper and were disturbed by it. After Niper was taken into custody, it was learned that he was wanted out of New Jersey on fraud related charges. He was arraigned in front of DJ Anzini on charges of Open Lewdness and Indecent Exposure. Bail for the first incident was set at $10,000.00, $20,000.00 for the second incident and an additional $20,000.00 on the Fugitive from Justice charge for a total of $50,000.00. Niper is currently out on bail on an unrelated Robbery/Assault charge and consultations with the District Attorney’s Office are taking place to explore the possibility of revoking his bail in that matter.


47 year old East Stroudsburg resident William F. Strunk was charged with DUI, Accidents Involving Damage to Attended Vehicle or Property and Careless Driving after an incident on Rt. 447 near Stokes Avenue in Stroud Township. Strunk entered the roadway from the shoulder, struck a moving vehicle and then fled the scene. The victim was able to provide the registration and vehicle description to police and he was located shortly thereafter.

03/04/08

Police arrested 43 year old Florham Park NJ resident Rajesh M. Pamnani on Fraud and Theft related charges that occurred at the Stroudsburg Rite Aid on North Third Street, Stroudsburg. Police were called to the Rite Aid after the Manager observed Pamnani in the store. Pamnani had previously used three fraudulent checks to make purchases at the Rite Aid over the past several days. Two more checks were passed bringing the total amount to over $2,224.00. Different forms of identification and checks were used in these transactions. Pamnani was uncooperative regarding his true identity and he was taken into custody. He was searched and numerous forms of identification, credit cards and counterfeit U. S. Trust, Chase and Citibank checks were found on his person. The investigation continues and anyone else who may have been a victim of fraud by this individual is asked to contact SARPD.


40 year old East Stroudsburg resident Cynthia M. Getz was arrested for Public Drunkenness after she was denied service and refused to leave Kay’s Tavern on the 500 block of Main Street.

28 year old Stroudsburg resident Brooke R. White had DUI charges filed on her after striking two parked cars in a parking lot on Bank Alley, Stroudsburg. White provided a blood sample for a Blood Alcohol Analysis which came back at .22%

False Reports to Law Enforcement Authorities charges were filed on 37 year old Joseph M. Merigris, an inmate at Monroe County Correctional Facility. In 2005, police investigated an accident that led to the arrest of a Samantha Rehrig for DUI. She never responded to the charges and a warrant for her arrest was issued. In January of 2008, Merigris contacted the investigating Officer and told him that he was in fact the driver of the vehicle and had fled the scene of the accident leaving Rehrig there to be charged. The investigating Officer did not believe the story and obtained the recordings of phone conversations Merigris had with other people pertaining to the case. The substance of four recorded conversations revealed a plan to file a false report so that charges against Rehrig would be dropped.


PRESS RELEASE March 5th. 2008  Home Invasion (see Composite Sketch)

On 3/3/08, the Stroud Area Regional Police Department responded to an apartment at 415King Street, East Stroudsburg to investigate a home invasion. Police learned from the victim that she was at home with her three children at 6:30 AM when she heard the front door open. She investigated and saw an individual she did not recognize just inside the doorway. Behind him, but not passing the door’s threshold, were two other people. When she asked the first individual what he was doing, he began to approach her. The victim called for her 17 year old son who responded with a baseball bat. The two suspects outside then left and the first suspect exited after being told several times to leave. The first individual was described as being a light skinned black or Hispanic male, 160 lbs., 5’09” tall, late teens or early 20’s. His eyes were very noticeable to the victim as she described them as “glowing”, very piercing and hazel/bluish in color. He appeared to be disoriented or intoxicated on some substance. The second suspect was only described as being a taller white male and no description was provided on the third.

PRESS RELEASE - 02/29/08

An Officer conducting routine speed enforcement on Washington Street, East Stroudsburg pulled over a vehicle being operated by 23 year old Stroudsburg resident Brian J. Monaghan for speeding. A records check determined that Monaghan was wanted on two warrants. One was out of the Monroe County Sheriff’s Department for failing to pay fines and the other was for Retail Theft out of DJ Thomas Shiffer’s office. Search incident to arrest resulted in the seizure of a hypodermic needle. In addition to being taken into custody for the outstanding warrants, he was charged with Possession of Paraphernalia.

Three people were cited for Disorderly Conduct after they were observed smoking marijuana in the parking lot of the Quality Inn on West Main Street, Stroudsburg. Charged were 26 year old East Stroudsburg resident Emily D. Browning, 27 year old Saylorsburg resident Bernard L. Vollweiler and 26 year old Stroudsburg resident Ashley R. Smith.

Two individuals were cited for Disorderly Conduct after they were observed urinating in a parking lot on the 700 block of Main Street. Charged were 23 year old Stroudsburg resident Emmitt C. Baggerly and 22 year old Brodheadsville resident Kevin J. Lambert.

Two individuals were refused service at the Front Row Sports Bar on the 700 block of Main Street, started fighting with an employee and then broke a front window to a door. Arrested for Public Drunkenness, Disorderly Conduct and Criminal Mischief were 25 year old Stroudsburg resident David H. Butts and 30 year old Jackson NJ resident Marcus Villecco.

02/26/08

22 year old East Stroudsburg resident Phillip M. Centeno was charged with Acquisition by Misrepresentation after altering a prescription for Percocent to read two refills instead no refills. Centeno went to a drug store to fill the prescription but was refused due to the alteration. He then went to the original issuing Doctor and tried to get a new prescription which was also refused.

22 year old Effort resident Edvin Villegas was cited for Disorderly Conduct after he was found to be in possession of a small amount of marijuana in the Emergency Room of Pocono Medical Center.

21 year old East Stroudsburg resident Paul F. Gavin was charged with Disorderly Conduct after he was found to be in possession of a marijuana pipe on North Courtland Street, East Stroudsburg.

02/05/08

An Officer conducting routine speed enforcement on Washington Street, East Stroudsburg pulled over 19 year old East Stroudsburg resident Steven K. Buzzell for doing 68 MPH in a 25 MPH zone. The Officer observed signs of impairment from alcohol and could detect the odor of burnt marijuana. Buzzell was arrested for DUI and supplied a blood sample for analysis which came back at a BAC of .10% and the presence of Cannabinoids.


PRESS RELEASE  2-23-08    M&T BANK ROBBERY

11:19 am Friday morning, an armed, masked, stocky male entered the bank and M&T Bank at North Ninth and Ehler streets.

The suspect was described as being least 5 feet 10 inches tall, wearing a jean jacket, blue jeans and black and white sneakers. The suspect entered the bank, displayed a handgun to two tellers and demanded money. Suspect then fled the bank on foot and is believed to have traveled on foot to a vehicle parked off Clay Avenue.

18 year old Stroudsburg resident Ryan Sommers was arrested outside of a residence on Sarah Street, Stroudsburg after police were dispatched to the scene of a domestic dispute involving a parent. 23 year old East Stroudsburg resident Adam G. Scholl was charged with Disorderly Conduct for public urination on Lackawanna Avenue, East Stroudsburg.

Police responded to the scene of a disturbance at the Quality Inn, Stroudsburg and cited two people. Arrested for Disorderly Conduct and Public Drunkenness was 42 year old Deron L. Joseph and cited for Disorderly Conduct was 41 year old Simone Holmes. Both are Tobyhanna residents.

Charges of Underage Drinking were filed on a 15 year old Saylorsburg female juvenile and a 17 year old East Stroudsburg male juvenile after an incident at the Stroud Mall, Stroud Township.

Police responded to the scene of a fight taking place at the Pizza Hut on North Courtland Street, East Stroudsburg arrested 40 year old Steven H. Kinney, Jr. More charges are expected to be filed on other people involved after the investigation is complete.

Two individuals were cited for Harassment after becoming involved in an altercation together at a residence on Spice Bush Road in Stroud Township. Charged were the two 50 year old residents Cathy Goode and Jeffrey L. West.

22 year old Mine Hill NJ resident Ryan Coltelli was charged with Disorderly Conduct after getting into a fight at North Fifth and Phillips Street, Stroudsburg. Approximately one hour later, a large group of individuals returned to that location to engage in a fight as a result of the earlier one. 22 year old Stroudsburg resident Michael W. Coad was charged in this incident for Disorderly Conduct and Public Drunkenness.

Police patrolling Stroudsburg Public parking Lot #3 on the 700 block of Main Street, Stroudsburg cited 22 year old Bushkill resident Anthony C. Perez for Disorderly Conduct after he was observed urinating in public and 23 year old Bushkill resident Andrew E. Norman was charged with Possessing an Open Container of Alcohol.

PRESS RELEASE 02/08/08

Drug Arrest: An Officer on patrol observed 46 year old Wilbur N. Simington, no address, who was wanted on several outstanding traffic warrants in the parking lot of the Wawa on West Main Street, Stroudsburg. Simington was taken into custody and a search of his person turned up two sandwich bags. The bags contained a total of 34 “bundles” of heroin. One “bundle” generally consists of ten bags of heroin. He was also found to be in possession of a Verizon Blackberry that was stolen out of Hoboken, NJ. He was charged with Possession, Possession with Intent to Deliver and Receiving Stolen Property. Simington was arraigned in front of DJ Kris Anzini and jailed in lieu of $100,000.00 bail.

Police responded to a domestic complaint at a residence on Dreher Avenue and learned from the 21 year old victim that she was at her boyfriend’s house and had a verbal argument. It escalated and turned into an assault when he punched her in the back of the head, threw her to the floor of the porch and landed on top of her. She complained of injury to her shoulder and swelling to the left side of her face was observed. 23 year old Stroudsburg residence Jermain Moxam was then taken into custody and arrested for Simple Assault and Harassment.

Police were dispatched to Best Buy on Route 611 in Stroud Township to investigate a complaint of fraud by credit card. 27 year old Tobyhanna resident Damian A. Wier was taken into custody and charged with Access Device Fraud. Through investigation, it was learned that this individual had made several fraudulent transactions at Best Buy over the past several months that totaled $5,186.93. He had been on an in house “Be on the lookout” status along with the cards he had been using and employees were alerted when he attempted to use one.

Police, while responding to a loud party complaint on Lackawanna Avenue, East Stroudsburg, investigated a car containing four individuals that resulted in several alcohol related charges. A 17 year old Stroudsburg female juvenile was cited for Underage Drinking, Public Drunkenness and Possessing an Open Container of Alcohol. 18 year old Stroudsburg resident Robert Kelly, Jr., was charged with Underage Drinking. 19 year old Hassan Johnson III and 22 year old Joshua Rogerson, both Stroudsburg residents, were both charged with Possessing an Open Container of Alcohol.

Police were called to Laurel Beverage in Stroudsburg to investigate an intoxicated individual that tried to steal a case of beer. 23 year old East Stroudsburg resident Mitchell A. Anglemeyer was taken into custody and charged with Public Drunkenness and Retail Theft.

20 year old Allentown resident Matthew Zehnder, 20 year old Bethlehem resident Mark W. Graner and 19 year old Troy resident Matthew P. May were cited for Possessing an Open Container of Alcohol on South Courtland Street, East Stroudsburg.

47 year old Tobyhanna resident John Johnson was charged with Public Drunkenness on the 1000 block of West Main Street, Stroudsburg.

02/09/08

Police investigating a report of drug activity taking place on North Third Street, Stroudsburg observed a vehicle occupied by three individuals acting suspiciously. Officers approached the vehicle and found the operator, 25 year old Tobyhanna resident Ronald A. Bergamino, to be impaired by alcohol. He was asked to exit the vehicle and when he did, officers observed, inside of the vehicle, a “crack stem” and material commonly used as a filter for “crack stems”. The passenger, 23 year old Blakeslee resident Jennifer R. Barta was asked to exit the vehicle and a pat down search was attempted. She was observed trying to conceal something and then fought with the officers when they tried to secure her hands. A leather purse fell to the ground and police found 15 packets of Heroin, 7 hypodermic needles and a metal spoon with heroin residue. Bergamino was also found to be in possession of a hypodermic needle. He was charged Possession of Paraphernalia and Barta was charged with Possession and Possession of Paraphernalia.


19 year old Florence NJ resident Jonathan A. Hand was arrested for Public Drunkenness after he was found in an intoxicated condition inside of St. Matthews Church, East Stroudsburg.

27 year old Slippery Rock resident Adam S. Nonnemacher was charged with Public drunkenness after he was found in an intoxicated condition on Lower Main Street, Stroudsburg.


PRESS RELEASE 2-7-08  Announcement on Lockdown of Schools

At approximately11:45 AM, Stroudsburg High School and Morey Elementary were locked down in response to an anonymous caller reporting that a man with a gun was forcing three people into an apartment at 1078 West Main Street. Seconds later as police were responding, a second call came in that shots were fired. It was then that the Schools were contacted and requested to lock down. Subsequent investigation determined that the call was a hoax, no one was in jeopardy and a suspect making the false report was developed. The lockdowns lasted less than half an hour.

32 year old East Stroudsburg resident Darrel Frazier, Jr., was taken into custody at the Quality Inn, Stroudsburg for Public Drunkenness after being involved in an altercation.

An Officer monitoring traffic on Washington Street, East Stroudsburg clocked an Audi traveling 68 MPH in the posted 25 MPH zone. A traffic stop was initiated which revealed the driver to be 18 year old East Stroudsburg resident Steven Buzzell. He demonstrated signs of impairment from alcohol and was arrested for DUI. A small amount of marijuana and an open ½ gallon bottle of alcohol were found in the vehicle. The two passengers, 18 year old Marshall’s Creek resident Joshua Harrison and a 16 year old Marshall’s Creek juvenile were charged with Underage Drinking.

Police investigating a suspicious vehicle on South Kistler Street, East Stroudsburg cited 20 year old Stroudsburg resident Michael J. Ackerman for Disorderly Conduct at 20 year old Stroudsburg resident Gregory J. Lewis for Underage Drinking and Disorderly Conduct.

Police were called to investigate a domestic disturbance at a residence in Penn Estates, Stroud Township and found the 30 year old victim with three bite marks to his bicep. 28 year old Mayra Colon was taken into custody and charged with Simple Assault and Harassment.

19 year old Whitehall resident Shady Saleh was charged with Possessing an Open Container of Alcohol on Lackawanna, Avenue East Stroudsburg.

22 year old Doylestown resident Patrick Carty was charged with Possessing an Open Container of Alcohol on Crystal Street, East Stroudsburg.

21 year old Stroudsburg resident Kevin W. Sanderson was charged with Disorderly Conduct for urinating in public in the parking lot of the WaWa on West Main Street, Stroudsburg.

22 year old Tobyhanna resident Ronald Jannotti, Jr., was cited for Disorderly Conduct for urinating in public in the parking lot of Bill Diehl’s Tire on Bank Alley, Stroudsburg.

Police were called to investigate a domestic disturbance at a residence on North Eighth Street, Stroudsburg. The 22 year old victim stated she was thrown down several times and choked. 24 year old Nicholas Wilson was arrested for Simple Assault and Harassment after injuries were observed on the victim that were consistent with her description of the events.

51 year old West Milford NJ resident Judith A. Huggins was arrested for Public Drunkenness after she was found in an intoxicated condition in the Wal-Mart parking lot.

A 14 year old Cresco juvenile was charged with Disorderly Conduct after he struck another in the face at the Stroud Mall parking lot.

23 year old Sciota resident Megan Oldenburg was charged with Public Drunkenness on the 700 block of Main Street, Stroudsburg.

31 year old East Stroudsburg resident Jamel M. Felder was arrested for Criminal Mischief after causing a disturbance at the Mr. Z’s on North Courtland Street, East Stroudsburg and then damaging in excess of $1,000.00 in merchandise, display racks and a side mirror of a vehicle in the parking lot.

18 year old Port Jervis NY resident Conor J. Norrell was charged with Underage Drinking at the intersection of Normal Street and Ransberry Avenue.

A family dispute at approximately 2:30 AM resulted in two brothers and a girlfriend being arrested on Walnut Street in East Stroudsburg. Upon arrival, Police learned that 23 year old Robert R. Welter, his brother 33 year old Adam Welter and his 31 year old girlfriend Dariel Peterson punched struck and kicked a third brother, 29 year old Jason Welter until he lost consciousness. The two brothers were charged with Simple Assault and Harassment and the female was charged with Harassment only. Jason Welter was treated at Pocono Medical Center.

29 year old Kresgeville resident Anthony Pellegrino was charged with DUI after Officers on patrol saw his vehicle pulled to the curb on North Courtland Street, East Stroudsburg. Pelligrino and his passenger seemed to be having an argument and Officers stopped to keep the peace. Pelligrino displayed signs of impairment from alcohol and was taken into custody. While at Pocono Medical Center, Pelligrino became combative and a blood sample for blood alcohol content was unable to be taken.

51 year old Stroudsburg resident Maureen Healey was arrested for Public Drunkenness after being found in an intoxicated condition on the 700 block of Main Street, Stroudsburg.

49 year old Wilkes-Barres resident Thomas H. Morgan was apprehended at Walmart in East Stroudsburg for Retail Theft, found to be intoxicated and then charged with Public Drunkenness.


PRESS RELEASE 01/25/07

At approximately 9:00 PM, Police took a report of a vehicle being taken without permission on South 8th Street, Stroudsburg. Shortly thereafter, police observed the vehicle being operated on West Main Street, Stroudsburg. When they attempted to stop the vehicle, it accelerated and tried to elude Police. He traveled two blocks before being boxed in by other police vehicles in Municipal Lot #3. 19 year old Stroudsburg resident Joshua A. Macumber was taken into custody and charged with DUI, Unauthorized Use of a Motor Vehicle, Driving while operating privilege is Suspended or Revoked and Fleeing or Attempting to Elude a Police Officer.

Three individuals tried to flee from police after they were observed with open containers of alcohol on Lackawanna Avenue in East Stroudsburg. After being apprehended, 18 year old Reading resident Devon M Walls, 18 year old Owego NY resident James J. Kvassay and 19 year old Reading resident Anthony M. Javier were charged with Possessing an Open Container of Alcohol, Underage Drinking and Disorderly Conduct.

22 year old East Stroudsburg resident Alexander Coyne was charged with Disorderly Conduct after being found in possession of a small amount of marijuana in a parking lot on West Main Street, Stroudsburg.

40 year old Stroudsburg resident Esteban Santiago, Jr. was charged with Harassment after throwing a cell phone and hitting the 43 year old victim in the face with it at a residence on Harold Street, Stroud Township.

21 year old Long Pond resident Christopher Maimone was charged with Disorderly Conduct after being observed urinating in public on Quaker Alley, Stroudsburg.

At approximately 00:30 AM, Police where dispatched to Kistler Plaza, East Stroudsburg to investigate a report of a suspicious person. Contact was made with 23 year old Patterson NJ resident Erica A. Allen and a warrants check was conducted. Allen was arrested as a Fugitive from Justice after it was learned that she was wanted by Bergen County, NJ for failure to appear on charges related to possessing a stolen credit card and the fraudulent use of a credit card.

Three individuals, 19 year old Kearney, NJ resident Daniel Henriques, 19 year old Plainfield, NJ resident Brian T. Cole, Jr., and 21 year old Clarks Green resident William F. Butler were charged with Disorderly Conduct after engaging in an altercation at the 6th and Main Streets intersection in Stroudsburg.

21 year old Oxford NJ resident Charles D. Knowlton was charged with Public Drunkenness after he was found in an intoxicated condition on Monroe Street, Stroudsburg.

27 year old Blakeslee resident Frank D. Mackes was charged with Public Drunkenness and Disorderly Conduct after getting into a fight at the 7th and Main Streets intersection, Stroudsburg.

Two individuals were arrested for Disorderly Conduct and Public Drunkenness after creating a disturbance at the Perkins Restaurant on West Main Street, Stroudsburg. Charged were 21 year old Stroudsburg resident Nicholas J. Cambiotti and 21 year old San Francisco resident Walter H. Brown III.

At approximately 11:20 PM, Police were summoned to a residence on Barnum Street, East Stroudsburg to investigate a report of a domestic assault with injuries. The 21 year old victim stated that 39 year old Bryan C. Praetorius had grabbed her, pulled her hair and bit her on the shoulder. The injuries were consistent with her statement and Praetorius was taken into custody after he was found hiding inside of a locked bathroom.
